This is very appalling. While it might not be murder, what else can we call it? In California, it would be first-degree murder.

This is very appalling. While it might not be murder, what else can we call it? In California, it would be first-degree murder. Not sure about that. It was probably a mistake by the neighborhood wather. Still, he should have tried to apprehend the suspect rather than firing without warning.
