Thank you, Tempus. That is very enlightening. So that is the kind of arrangement Andy Coulson will probably be stepping into. More appropriate than being behind bars for certain of these people, I'm sure.

What's an "open prison"? Like those here for white collar crimes called "country club prisons"? I don't know about those, beth An open prison is a penal establishment in which the prisoners are trusted to serve their sentences with minimal supervision and perimeter security and are not locked up in prison cells. Prisoners may be permitted to take up employment while serving their sentence. Thanks fret. I understand. Quite a nice arrangement for those who are paying for non-violent crimes and can be trusted to stay put. Still, they have to give up the freedom to do as they choose. For some of them that is probably very hard.

They're also used as the last stage in rehabilitating serious offenders.... "An armed robber nicknamed ‘skull cracker’, who was serving 13 life sentences, has fled an open prison in Kent. Michael Wheatley earned his nickname for the repeated use of a replica handgun which he used a blunt weapon in his robberies. A Conservative backbencher, Philip Davies, MP for Shipley in West Yorkshire condemned the person who let him out of prison as ‘a berk’, adding whoever was responsible for the multiple offender being kept in an open prison should be sacked."metro.co.uk/2014/05/05/skull-cracker-on-the-run-after-open-prison-escape-in-kent-4718335/

Been referred to the AG as unduly lenient, apparently.
